The Haskins Rural Delivery Review led the way for a new Rural Strategy committing Department of Environment, Food and Rural Affairs (DEFRA) to comprehensive devolution of delivery and funding for rural programmes to regional level such as the Local Authorities. The Local Government Association is the national voice of local government and strongly advocated for the devolved system.
