Folios 223-224: Charles Frederick Payne, Osmington near Weymouth.
Repeats an application he has made earlier concerning his pay and allowances while commanding HMS St. Lawrence in Canada. His pay has recently been stopped because it is alleged he has over drawn, that he claimed for a first rate ship but the St. Lawrence was a second rate ship. He repeats his argument that it had previously been treated as a first rate ship and her captains given pay and allowances accordingly.
