On 18 September 1997, the Welsh devolution referendum saw Wales voting in favour of a National Assembly for Wales. The Government of Wales Act 1998 saw the establishment of the new institution after it was granted Royal Assent on 31 July 1998. After considering a number of existing sites for the Assembly, the decision was taken to construct a new building in Cardiff Bay.
The National Assembly for Wales' New Building Project Team was established in 1998 to coordinate the design and construction of the Senedd building. The Project Team worked in conjunction with the Project Board and Professional Construction Advisor and were answerable to the Finance Minister.
The records were created by the National Assembly for Wales, which became the Welsh Assembly Government upon the passage of the Government of Wales Act in 2006. The Welsh Assembly Government became the Welsh Government in 2010.
