Folios 17-18. Letter relating to Lord Hartington's report on the Lords Journals in the Duncombe case and the assertion by the Commons of their rights and privileges. The writer says 'I hear the precedent that comes closest to this case is that of 75 [1675] when the House of Commons committed Serjeant Pemberton and two other lawyers for pleading at the Bar of the House of Lords contrary to their order in an appearance where a member of the House was concerned. The Lords sent a warrant to the Lieutenant of the Tower for discharging the lawyers' but it was disobeyed by the Lieutenant of the Tower, Sir John Robinson, 'being of the Parliament'.
