Memorandums, dated at the Council Chamber, Whitehall [Middlesex], providing an instruction to circuit judges, delivered by Secretary [James] Vernon, directing them to prosecute and punish vice and profaneness, mentioning circular from the Archbishop of Canterbury and a royal proclamation dated on 27 February 1697, specifying the punishment of highwaymen, house-breakers, coiners, clippers, the authors of scandalous and seditious discourses, libels and pamphlets.
