Responsibility for roads in Wales passed from the Ministry of Transport upon the creation of the Welsh Office in 1965. The Welsh Office's Transport and Highways Group was responsible for all trunk roads and motorways in Wales (local roads are the responsibility of local government). Responsibility then passed to the National Assembly for Wales upon its creation in 1999.
Between 1988 and 1999 the department went through several name changes. By the end of 1988 it was referred to as the Transport, Planning, Water and Environment Group. By 1995 it had become the Transport, Planning and Environment Group. By 2003 this had become the Transport Directorate.
