Folios 72-73. J Ellis reporting to Lord Ambassador [Joseph] Williamson [Nine Years' War]. At midnight on Saturday a messenger arrived from Holland with the ratification, as he said, of the [Ryswick] treaty, which Ellis believed, having received a letter to the same purpose from Mr Cardonnel. But he was very surprised to find next morning that there was only a copy of the treaty, whereof two engrossments were ordered to be made, to be put under the great seal, and sent over two several ways. They were dispatched accordingly, one to Harwich, and the other to the Downs. One thing was omitted, which should have been done, viz. the adding of the powers on both sides to the end of the instrument. Ellis sent the same observation to Mr Blathwayt. Lord Villiers says that the powers on both sides ought to be annexed to the ratification, of which powers Lord Villiers says Mr Blathwayt has no copies, nor have they any authentic copy of the French ambassador's powers.
