Folio 73. A letter from RY [Robert Yard] to [ambassador] Sir Jo [Joseph] Williamson, dated at Whitehall [Middlesex] expressing expectations of progress in the peace treaty [of Rijswijk]. Reports on: the recovery of ill-health of the Lord Chancellor [John Somers]; contrary winds forcing Sir George Rooke, with his ships, sailing from 'the Nore' [Thames Estuary], to the Downs, rather than to his objective at Spithead [Hampshire]; three second-raters left behind for want of crew; seven foot regiments camping at Black Heath [Blackheath, Kent]; and the subscription of the Bank of England.
