Extract of a presentment from the Commissioners of Customs to the Lords Commissioners of the Treasury that, in order to ensure observance of the trade and navigation acts and to prevent fraud by the governors of the plantations and colonies which are under 'distinct proprieties', those governors be persons of good estates and reputation, approved by the Crown and obliged to take the same oaths as the governors in the King's other colonies and plantations.
