The Health Research Authority (HRA) was formed in 2011 and was formally known as the National Research Ethics Service (NRES) from 2007 to 2011. Prior to that Research Ethics Committees were administered by NHS Trusts and Health Authorities.

The Research Ethics Committees function is to ensure the ethical standard of research involving human participants.
