The writer observes that 'the only object of the Tories is Jacobitism, and of the Whigs some fantastical alteration of the constitution', and he proposes choosing 'a number of Tories who can purge themselves of all imputation of Jacobitism and a number of Whigs who without any regard to person are ready to support the government in opposing extremism on all sides'.
