A memorandum posing a query: 'Whether in reducing rates of interest the premia of £45,000 and £8,000 allowed to the Bank [?of England] for circulating exchequer bills should be abated because it may be questioned whether the Bank will continue their contract for circulation without these allowances; and if they should refuse it, who will engage to circulate those bills at a less interest without any of the like allowances'.
