A letter petitioning for appointment as consul of Cadiz [Spain], a post occupied by the petitioner's father, Martin [Wescombe]; his elder brother [Sir Martin Westcombe] who succeeded him; and presently occupied by 'one [?Charles] Black an Irishman of neither birth nor fortune'. Mentions his father being agent at Tanger [Tangiers, Morocco]. [Dated by mention of the death of Lord Stanhope, James Cragg the younger, and the writer's brother in close succession].
