The Independent Safeguarding Authority (ISA) is an executive non-departmental public body of the Home Office. It was established in 2006 under the Safeguarding Vulnerable Groups Act 2006 and covers England, Wales and Northern Ireland. It has the main responsibility for the Vetting and Barring Scheme to require all those working with vulnerable groups to undergo an enhanced vetting procedure before being allowed to commence any relevant duties.
