Part 2, Folio 32.
The petition of John Earl of Sutherland concerning a charter promised by the King [George I] for three lower counties of Delaware, in America. Legal objection have been raised by the proprietor of Pennsylvania Mr Penn. The petitioner would like the matter to be referred again to the present law officers for report. The charter was promised in lieu of debts owed by the Crown, and in the face of loyal support from the petitioner during the last [Jacobite] Rebellion [in 1715]. [Dating note: abstract of the Earl of Sutherland's memorial in CO 5/1265, dated on 29 December 1715. There was a legal challenge from Pennsylvania in 1717. Note William Penn died in 1718].
