Memorial of Sir Tho [Thomas] Johnson to Lord Viscount Townshend about prisoners. Several refuse to sign indentures, others have signed and submitted to the King's mercy and 28 were convicted and pardoned. He suggests that the prisoners who will not sign indentures shall be transported and serve in the plantations for seven years.
