A memorandum proposing measures to support woollen manufacture in Great Britain, including: tax exemptions; the seizure of vagabonds, beggars, and lewd persons, who are to be set to work in woollen mills; legalisation of importing wool from Ireland, Spain, France, or elsewhere; export subsidies for woollen cloth; a ban on export of woollen trade tools and labour; efforts to bring the Dutch [Netherlands] and the Emperor [Austrians] in line with the policy.
