An account of illegal activity in trading in wool with the French in the time of Charles II and James II. When William came to the throne and we were at war with France, the practice discontinued. The French contrived an exchange of wool for brandy and other French commodities. The Woolers, on the coast of Kent, became known as the Owlers. They were breaking the law and they formed violent gangs. They damage the revenue and ruin trade. A recommendation for an act which would prevent this smuggling.
