Relaying the Lord Chancellor's views on the order for seizing two Russian ships (suspected of carrying arms and treasonable correspondence) and its consequences. 'My Lord Chancellor observed that Lord Carteret's writing as he must do to all the ports in Ireland will give an alarm, though it goes no further than intelligence, but orders to seize would alarm much more, and may probably be the beginning of a war in which we would be the aggressors'.
