Folio 196. J [James] West to Mr [Andrew] Stone. Letter. Having received a complaint from the Commissioners of Customs that 'several of the lesser of the foreign ministers who are Residents here' frequently import prohibited goods and expect them to be delivered contrary to the law and to have customable goods delivered free of duty, the Lords of the Treasury request that the Duke of Newcastle inform such foreign ministers as are under his Department that prohibited goods will be seized and duty paid on customable goods.
