He thanks Newcastle for responding positively to his earlier letter [regarding the case of Cowlam and the Poor Knights of Windsor and ends by saying 'I think you much in the right to put the laws in execution in Scotland, and that with rigour for it appears to me that that part of the kingdom will never be ?gained by a gentle hand'.
