That choice of a new member well affected to the government is, in effect, dependent on the obtaining of King's licence for assuring to the corporation the lands recently purchased by it. Without the licence the magistrates will not be able to prevail with the freemen (who are not less than 1,600) to concur with them in favour of a new member.
