Representing that the competition posed by the private passage boats at Dover is having a prejudicial effect on the revenue from the King's packet boats employed on passenger service between there and Ostend and Calais and that the money which used to arise 'is almost lost and in a little time would be in danger of being so unless prevented by the expense of a competent sum of private money laid out for the prevention of it' and requesting that the Postmaster General may be moved to grant him the control of the passage money.
