Stating that the bearer Mr Bertram has been recommended to the Duke of Newcsatle as a fit person to be one of His Majesty's messengers. Mr Lowndes, Lord William Pawlet, Colonel Gardiner, Major Gardiner, and Charles Delafaye are named as being able to provide character references.
