Mr Flotard to Postmaster General Edward Carteret, regarding the safety measures and precautions to be taken with ships and merchandises coming to England from Eastern countries, especially the coasts of Morea [Greece] and Albania, where the plague is wreaking havoc. They must be particularly careful as some consuls do not hesitate to backdate the health patent of a ship that was anchored in a contagious area. Soliciting a pension for past services and giving information of the plague at Smyrna (Anatolia].
