That he is to use the same caution and vigilance in searching people with passports travelling to Calais and any other French port as he does in searching those without. It is not intended that those with passports be hindered in embarking but 'as it is possible for people to make an ill use of such passports then having them need not hinder of making such strict search and enquiry as may be necessary'.
