Circular letter to the ports of Essex, Kent and Sussex, giving instructions to search all boats from and to France and Flanders; to stop all suspected persons or any who cannot give a good account of themselves, and to search them for letters and papers. They are to watch particularly that the letters and papers are not thrown overboard or otherwise discharged.
