Mr Graham Eyre QC, was appointed as the Inspector by the Secretary of State for the Environment on the nomination of the Lord Chancellor. He was assisted by Mr WC Woodruff (FRAeS) as assessor for aviation matters and Mr P S Maynard (FRTPI, Dip Tp) as assessor for town and country planning matters.
Their task was to examine an application by the British Airports Authority (BAA) for a new terminal facility at Stansted Airport capable of handling around 15 million passengers a year. This included an application for outline planning permission by the Town and Country Planning Association for an airport capable of handling 15 million passengers a year on the foreshore at Maplin Sands, Foulness, Essex and an application by Uttlesford District Council for outline planning permission for an air passenger terminal capable of handling 15 million passengers a year east of Stanwell Moor at Perry Oaks, Heathrow, Middlesex
In the case of the BAA application the Inquiry was also to consider associated compulsory purchase and listed building consents. The Inquiry was also to consider associated Department of Transport motorway, trunk road, side roads, compulsory purchase, stopping up and diversion of highways proposals
