Explains his proceedings between May and August 1815 in accordance with orders from Vice Admiral Dixon to offer protection to British merchants and ships off the east coast of South America in view of an expected Spanish attack on the Portuguese colony there. Encloses a document from British merchants.

Campbell, James Black, James Watson, Samuel Sykes, Crispin Wilkinson, Henry Corley and Co., Brown Buchanan and Co. [He remained until 22 July].
