Folios 370-371: Edmund Palmer, HMS Hebrus, Sheerness.
Reports that he has heard from Rear Admiral Sir Charles Rowley, of the regret of their Lordships at the numerous punishments recorded for HMS Hebrus during the last quarter. Reports that this is due to the fact that the ship was at this time anchored 50 miles up the river Gironde, in a 'very critical situation' and that she needed to be ready to move at a moment's notice. She was the advanced ship of the squadron, and also had a large quantity of military stores aboard, as well as being in charge of laden transports. His people were constantly employed in communicating with the shore, and in wine country, where the opportunity for drunkenness and irregularity was so great, it was absolutely necessary to resort to frequent punishment to preserve the discipline and efficiency of the ship. He adds that he never punishes without regret but is sure their Lordships would not wish him to jeopardise His Majesty's Service.
