Paper delivered by the Duke of Newcastle to the Earl of Holderness that the Lord Justice Clerk and others named in Scotland should enquire into the characters of certain persons [not named] who are either appointed from the Secretary's office, or by authority given to principals, by whom they may be substituted and also as to the facts alleged as to the return of attainted persons returning to and remaining in Scotland. [The papers he refers to are not enclosed].
