The collection mainly consists of management files from the Keeper's Office (MGT files), relating to policy-making involving the Keeper, Deputy Keeper and heads of divisions. Among other subjects covered are conservation of records, committees and policy on the copying of records for the public. There were three consecutive cycles of these files, each closed after five years. The second and third cycle were prefaced 2/ and 3/ respectively. Following the transition to an Executive Agency in 1992, the Keeper's role was renamed Chief Executive.
