These records complement material held by geographical departments on specific events and issues which the department covers. Some records of the Defence Department (FCO 46) will complement this series. However, the Lockerbie bombing in 1988 marked the beginning of a period of transnational terrorism for which SCD and its successor departments are the FCO lead.

The Security Co-ordination Department (SCD) had responsibility for international crime and transnational counter terrorism between 1984 and 1994. In 1995 Drugs, International Crime and Terrorism Department (DICTD) was established covering both subjects. In 1996 the Drugs and International Crime responsibilities split off from the department on the formation of the Counter Terrorism Policy Department and the Drugs and International Crime Department.
