Folios 284-285: Commander Richard Prater.
A Memorial to the Admiralty, setting out Prater's 35 years of service, his part in thirteen different actions, and his promotion to Commander whilst First Lieutenant of HMS Colossus in the action between the British and Spanish fleets on 14 February 1797 off Cape St Vincent. Cites also his voluntary service during the mutiny that same year, at the Nore, and in consequence of enduring the fatigue and wet there, is now suffering dreadfully from rheumatic attacks. He ends with a request that he may be made Post Captain in any promotion at the end of the war.
