Folios 254-255: Thomas Percival, HMS Echo, Spithead. Advises their Lordships that Mr Joseph Irvine [sic], having been appointed to act as boatswain of HMS Echo by order of Admiral Sir Richard Bickerton the previous July, he still has not been confirmed in the post. Supposes this is because Irvine still under warrant for his previous ship, HMS Rosario, and asks that their Lordships confirm the appointment as soon as they can, as he is a most valuable man and has served in that capacity for five years, and been 'unfortunate in shipwrecks, particularly the Dover, in Madras Roads'.
Folio 256: Enclosure with folios 254-255. Letter dated 19 October 1813 by Joseph Irven, Boatswain, HMS Echo, Downs, to the Admiralty. Reports his safe arrival from Gibraltar and his appointment to HMS Echo in lieu of HMS Rosario, and saying he has been a long time in the East Indies so would like to be considered for an appointment to a ship in ordinary.
