Folios 163-164: Commander George Pierce, 9 Home Park, Devonport. He encloses observations on the transfer of half pay officers with their families to New South Wales or Van Diemans Land.
Folios 165-166: Enclosure to Folios 163-164: He suggests that the information that has been circulated to army and navy officers on half pay setting out the cost and the terms of a passage to New South Wales and Van Diemans Land for them and their families are so financially onerous as to discourage applications. This is contrary to Government policy. He therefore sets out alternative charging rates and suggests alternative means of transport, rigging and crewing of the ship. All these ideas are designed to reduce greatly the cost of the passage out and the cost of returning the ship to England. Calculations are given in the margin.
