Administrative / biographical background

HM Prison Service was established on 1 April 1993 as an executive agency of the Home Office, responsible for managing most of the prisons within England and Wales. Its function was to keep in custody those committed by the courts in a safe, decent and healthy environment; and to reduce crime by providing constructive regimes which address offending behaviour, improve educational and work skills, and promote law abiding behaviour in custody and after release.

In 2004 the agency became part of the new The National Offender Management Service (NOMS).
