To: The Local Government Act Office.
From: Edmond F Steel, Tynwald Hill, West Derby, Liverpool [Lancashire].
Subject Matter: Letter complaining of Tuebrook, an open brook 'which is nothing but a sewer from a large district through which it passes, from which at all an effluvia arises of the most offensive kind, and down which I have seen excrement flowing'.
He submits that he presented a petition of 20 householders to 'the Local Board of West Derby Guardians' 12 months ago but nothing has been done about the nuisance.
He raises the matter because of 'the epidemic now raging at Bootle' and asks that the Local Board is compelled to 'put an end to the evil'.
