To: The Local Government Act Office.
From: Messrs Radcliffe and Layton, Clerks to the Local Board of West Derby [Lancashire].
Subject Matter: Letter returning a memorial [petition] from the Local Board of Waterloo with Seaforth [not included in the item] along with a petition from the West Derby Local Board in reply [folios 498-499].
The petitioners admit that the Lancashire and Yorkshire Railway Company, in the course of building a branch line from Fazakerley, built a culvert through which to carry Rimrose Brook and its sewage into a sewer belonging to the Waterloo with Seaforth Local Board. The petitioners believe that the company will always keep the culvert in a good state of repair. They submit that the culvert discharges into the sea below high water mark and it is proposed to extend it so that it discharges below low water mark. The Mersey Docks and Harbour Board, it is noted, have agreed to carry the culvert beneath their sea wall that is currently under construction. They contend that the cost of maintaining the culvert will always be borne by the railway company and the Mersey Docks and Harbour Board.
They state that the West Derby Local Board have proposed a scheme for drainage that has received the Home Secretary's approval and shortly plan to build a sewage outlet to low water mark through or adjacent to the railway company's culvert.
They dispute the claim made by the Waterloo and Seaforth Local Board that the West Derby District contains 70,000 people, stating that the estimated population is in fact 25,000.
They state that no nuisance whatsoever will be caused by their proposed outfall as it will discharge directly into the sea.
The petition is signed by five members of the West Derby Local Board: Peter Thomson, William McCaig, Richard Radcliffe, William Douglas, and Emil Springmann.
