To: The Local Government Act Office.
From: Messrs Radcliffe and Layton, Clerks to the Local Board of West Derby [Lancashire].
Subject Matter: Letter asking whether settling tanks built on land of which a Local Board only has a short lease would be considered 'permanent works' under Section 57 of the Local Government Act 1858. They state that the West Derby Local Board propose to do this and will likely have to borrow money for the purpose.
