To: The Local Government Act Office.
From: George T Moore, Clerk to the Local Board of Warrington [Lancashire].
Subject Matter: Letter advising that, since neither the Public Health Act 1848 or the Local Government Act 1858 are incorporated with Warrington's local improvement Act, the Local Board have no general district rate out of which to pay for the making of new streets and the repair of old ones. He asks if it is legal to charge this expense on the improvement rate.
