Folio 62.
To: The Local Government Act Office.
From: Robert Rawlinson, Superintending Inspector, The Local Government Act Office.
Subject Matter: Letter with reference to a letter from P Rylands about a memorial [petition] from inhabitants of Warrington [Lancashire] concerning a smoke nuisance there.
He explains that an objection was raised at his inquiry because the petition had not been first sent to the Town Council. Upon hearing this, he states, he offered to adjourn proceedings but it was explained that the petition had already been printed in the local newspapers and been subject to discussion in the Town Council. He submits that there was then no further opposition to proceeding with the inquiry and he did so, during which the manufacturers and councillors had full liberty to cross-examine witnesses and tender verbal and written evidence.
