To: E H Knatchbull Hugesson MP, Under-Secretary of State, Home Office.
From: Peter Rylands [MP for Warrington, Lancashire], 1 Gloucester Place, Hyde Park.
Subject Matter: Letter referring to a memorial [petition] to the Home Office signed by several hundred in habitants of Warrington complaining that the Town Council there has failed to do their duty as a nuisance authority.
He submits that the petition improperly alleged that certain members of the Town Council were motivated by personal interest. He contends that these members feel aggrieved that the Home Office saw fit to send Inspector Rawlinson to inquire into the allegations on 1 June 1869. He submits that it would have been reasonable to allow the Town Council an opportunity to rebut the allegations of the petitioners before such an inquiry was held.
