From: W H Smith, Swansea [Glamorganshire].
Subject Matter: Letter enclosing a memorial [petition] from the Swansea Waterworks Company.
The petitioners explain that the Company was established by the [Swansea Waterworks Act 1837]. They add that a Bill was introduced into Parliament by the Swansea Local Board to give them powers to construct waterworks, which had its second reading on 29 March 1852. Enclosed is a copy of a letter from James C Phipps, Clerk to the Company, to the Local Board, expressing the Company's surprise and regret at the Local Board's proposed Bill, and stating that they will soon be able to provide a high pressure water supply to all the homes that require it.
It is, however, stated that the Directors of the Company have agreed to sell their works to the Local Board. They ask the General Board to appoint a competent person to report on the state of the waterworks to this end.
Smith also encloses a copy of the Swansea Waterworks Act [not included in the item], a copy of the deed of arbitration between the Local Board and the Swansea Waterworks Company [folios 122-123], a copy of a Bill before Parliament promoted by the Swansea Local Board, and a copy of a petition to Parliament against this Bill, signed by numerous property owners including some members of the Local Board itself [not included in the item].
