To: The General Board of Health.
From: W H Smith, Swansea [Glamorganshire].
Subject Matter: Letter asking for a copy of a Bill for the amendment of the 'Health of Towns Act' [Public Health Act 1848] to be forwarded to him.
He reminds the General Board of their intention to consider introducing a clause into the Bill giving Local Boards the power to make a valuation of the property in their District, if they consider existing valuations to be unfair. He submits that the District of Swansea contains parts of four parishes that are all assessed at different valuations for the purposes of the poor rate. He contends that any general district rate made under these circumstances would fall unequally on the ratepayers. He explains that he inserted a clause into the now repealed local Act which empowered the Town Commissioners to make valuations of property, which was found to work very well, and asks for a similar clause to be inserted into the amending Bill.
