To: The General Board of Health.
From: Edward Strick, Clerk to the Swansea Local Board of Health, Swansea [Glamorganshire].
Subject Matter: Letter advising that the Local Board frequently serves notices on owners and occupiers to provide drains for their properties under the provisions of the Public Health Act 1848. He submits that it is extremely inconvenient to affix the corporate seal to each notice since the Mayor has custody of it, and doing so is a formal affair. He contends that there is no clause in the Act which requires either the corporate seal or five signatures from members of the Local Board to be appended to notices, and that it should be sufficient for the Clerk to sign notices on behalf of the Board. He notes that the form of notice of intention to make a rate available from Messrs Knight and Co is adapted for the signature of the Clerk only.
He asks whether the General Board consider it necessary for the corporate seal to be affixed on such notices.
