Description

Folios 80-82.

To: The General Board of Health.

From: Edward Strick, Clerk pro tem to the Swansea Local Board of Health, Swansea [Glamorganshire].

Subject Matter: Letter advising that the Town Council of Swansea constituted itself as a Local Board on 4 September 1850 and the Commissioners for Lighting, Paving, and Cleansing the Town transferred their money and other things to the Local Board.

He states that Local Board resolved that the officers and servants acting under Swansea's local Act should continue until permanent appointments are made. He adds that the Local Board established a committee consisting of the Mayor, L L Dillwyn, Mr Aubrey, Mr Michael, W H Smith, and G G Francis to report on what steps should be taken under the various provisions of the Public Health Act 1848.

On behalf of this committee, he asks for information on several points. He asks whether the Local Board is compelled to appoint the Town Clerk as their Clerk. He enquires as to whether the enclosed specification of a plan and levels for the Borough [folio 82] meets the requirements of the Act. Thirdly, he asks whether any law officer has been appointed to which Local Boards may apply for information and advice in case of disagreements over clauses in the Act. He asks whether the Local Board are able to refer to a Superintending Inspector for advice on engineering questions. Finally, he asks for copies of any reports or suggestions relating to sanitary improvements which the General Board deem useful for putting the Public Health Act 1848 into effect.
