To: C B Mansfield, Town Clerk, Swansea [Glamorganshire].
From: The General Board of Health.
Subject Matter: Draft letter, in reply to a letter of 4 September 1850, advising that the question of whether a Town Clerk in a Corporate District is ex officio Clerk to the Local Board there is open to considerable doubt. It is stated that while Section 12 of the Public Health Act 1848 and Section 69 of the Municipal Corporations (England) Act 1835 seem to agree with Mr Wilson's opinion, Wilson does not necessarily imply that the Town Clerk must be Clerk to the Local Board. It is explained that Section 37 [of the Public Health Act 1848] which provides for the appointment of a Clerk is not limited to non-corporate Districts.
