Description

Folios 67-68.

To: The General Board of Health.

From: W H Smith, Swansea [Glamorganshire].

Subject Matter: Letter suggesting alterations to a draft Provisional Order for Swansea. He submits that it would be unwise to interfere with the Swansea Markets Act 1828 since the revenue derived from it constitutes a large part of the income of the Corporation of Swansea. He adds that the tolls form a large part of the security for £30,000 worth of borrowing which the Town Council has taken out. Altering this would, he contends, 'excite a very hostile feeling in the Town Council' who would see it as an attack on their borrowing powers. He states that 'at a moment when new and very extraordinary powers of taxation are about to be vested in the Town Council, it is very desirable to conciliate all parties, not to alarm their prejudices'. He asks for a reconsideration of that part of the Provisional Order which refers to the Swansea Market Acts.

He agrees with the intention to repeal all sections of the Swansea Improvement Act 1844 listed in the Provisional Order except Section 244.

He advises that if any regulations are included in the Provisional Order with regard to the Swansea Waterworks Act, the company will not object. He states that he is authorised by the company, if desired, to make arrangements for including the Swansea Waterworks Act in the Provisional Order, even as a precedent.
