Folios 53-57.

To: The General Board of Health.

From: Edward Strick, Clerk to the Commissioners of the Swansea Paving and Lighting Act, Swansea [Glamorganshire].

Subject Matter: Letter enclosing a report from Thomas Grove, chairman of a committee of the Swansea Paving and Lighting Commissioners.

The report considers and comments upon Sections 113, 114, and 115 of Superintending Inspector Clark's report on the sanitary condition of Swansea. Among other observations, the committee state that 'all classes suffer indirectly from the sickness caused by the want of water among the poor'. They submit that, due to numerous sources available in the Borough, water could be supplied at a cheap rate. They recommend that the turnpike roads in the Borough are not passed to the control of a Local Board. They strongly concur with Clark's assertion that ordinary burials in the Borough should be prohibited until a proper cemetery is constructed.

Strick asks for a draft of the proposed Provisional Order relating to Swansea so that any necessary alterations can be made to ensure the beneficial working of Swansea's local Act with the Public Health Act 1848.
